MAY 26, 2021 IN THE CITY OF RIDDER, EXERCISES ON EXTINGUISHING NATURAL FIRES CONDUCTED


On May 26, 2021, territorial fire-fighting exercises were held in the city of Ridder to extinguish wildfires. The exercises were conducted with the aim of working out the interaction of command and control bodies, forces and means of responding to extinguishing forest fires, promptly involving forces and means in extinguishing a fire, improving practical skills in organizing and managing fire extinguishing, managing the forces and means involved.
According to the legend of the exercise, during an air patrol of the protected area, an observer pilot of the Kazavialesoohrana State Enterprise discovered a forest fire.
From the aircraft to the place of fire, paratroopers-firemen with fire extinguishing means are landed. Having received the input, the paratroopers-firefighters quickly proceed to extinguish the fire. In parallel, reconnaissance of the state of the fire is carried out from the air, the prospect of its development is assessed, the spread of fire and the course of extinguishing is monitored, and the alignment of forces and means along the perimeter of the fire is being adjusted. Due to the rapid spread of the fire element (due to strong winds and dry weather), a decision is made to attract additional forces and means.
After some time, the forces and means of the Firefighting and Rescue Service of the Emergency Situations Ministry, the Forest Fire Stations of the city of Ridder, the medical services, the communications service, the police of the city of Ridder, as well as voluntary firefighting units arrive at the fire site.
The subunits that arrived in time immediately engage in a "battle" with the fiery element. At the site of the fire, an operational fire extinguishing headquarters is created, which collects, processes and analyzes data on the situation at the fire, takes into account and distributes forces and equipment to combat areas, and develops an extinguishing plan. The employees of the department of internal affairs of the city of Ridder cordon off the zone of localization and suppression of the fire, in order to prevent unauthorized entry into the zone of fire. The ambulance team organizes the work of the point for the provision of medical care.
After a long and stubborn struggle in all areas, the active edge of the fire was stopped, work is underway to localize and extinguish individual combustion centers.
The gathering of additional formations in the camp is announced. The chief of the firefighting operational headquarters announces the elimination of the fire.
Based on the results of the fire-tactical exercises, a meeting of the operational headquarters was held with the involvement of the leaders of all functional groups, where the course of the exercises was analyzed and its results were summed up.
In total, more than 50 people were involved in the exercises, more than 10 units of special equipment. According to the organizers of the exercise, these events are carried out to practice the skills of extinguishing forest fires in conditions as close as possible to real ones, to refine all the nuances that may arise during the elimination of a real fire, the interaction of all operational services and ensure the safety of fire extinguishing.

Since the beginning of the fire hazardous season in 2021, in order to prevent the occurrence of forest fires, illegal logging and illegal hunting of wild animals, the reserve's specialists have been conducting air patrols together with employees of the Kazavialesoohrana State Enterprise.
As a result of these measures, about 5 forest-steppe fires were discovered, which were promptly eliminated by the FSC of the forestry.

ON MAY 25, 2021, GROUND AND AIR TRAINING OF THE UST-KAMENOGORSK, RIDDER AND KATON-KARAGAY AIRCRAFT DEPARTMENT WAS PASSED ON THE TERRITORY OF UST-KAMENOGORSK AVIATION DEPARTMENT

The personnel of the Ust-Kamenogorsk, Katon-Karagai and Ridder aviation departments underwent ground and air training in order to thoroughly and comprehensively prepare, master all elements of the descent, study various techniques and train for their implementation. Practical skills of the "forest special forces" were practiced by experienced mentors - the head of the air fire service, the heads of the aviation department and observer pilots.
Note that it is not always possible to get to the area of ​​an active forest fire by land transport, and when delivering forces and means by aviation, it is not always possible to select a site for a safe landing. In such cases, a decision is made to land troops in the area of ​​the fire using a helicopter. The pilot-observer from the air selects a platform suitable for the descent of paratroopers-firefighters, measuring at least 5x5 meters between the crowns of trees.
It should be noted that such training descents are held annually - at the beginning and in the middle of the fire hazardous season. It is extremely important to recall the technique of descending from a helicopter after the winter break and consolidate the acquired skills, because this is one of the foundations of the safety of forest aviation operations.
The helicopter hovers over this "well" at a height of at least 10 meters above the tops of trees (while the height to the ground should not exceed 45 meters). The pilot-observer opens the door and drops a particularly strong (900 kg at break) 50-meter cord, along which paratroopers-firefighters descend directly from the helicopter to the ground with the help of a trigger roller. During the training, the interaction of the pilot-observer and paratroopers-firefighters is monitored, the descent speed (average - three meters per second), correct landing and much more.
On the same day, training took place on the delivery, coupling-uncoupling of the P-1.00 container (volume of 1000 liters), used to deliver water to the place of a forest fire located in a hard-to-reach area. With the help of slings, a container P 1.00 filled with water is attached to the helicopter and delivered to the area of ​​the current fire. From the container, paratroopers-firefighters can fill their knapsack fire extinguishers and extinguish the fire already on the ground.
Also, the observer pilots worked out the accuracy of water discharge to the fire site using a spillway device (APU). It should be noted that working with a spillway device is difficult and dangerous and requires high training of flight personnel.

PREVENTION OF FOREST FIRES

Forest is the national treasure of Kazakhstan. There are 363 species of vertebrates and 284 species of birds in the Katon-Karagai SNPP. Of these, Altai snowcock, black stork, belladonna crane, burial ground, osprey, balaban, peregrine falcon, hunchbacked scooper, snow leopard, stone marten are listed in the Red Book. The biggest enemy for plants and animals is forest fires. After the fire passes through large areas of the forest, a large amount of flora and fauna perishes. It takes years to recover.
Forest fires most often occur due to human fault - abandoned cigarette butts, fires not extinguished at resting places, burning garbage, holding agricultural burns. Very rarely, natural factors such as lightning strikes during dry thunderstorms are to blame.
What should every citizen do to prevent forest fires ?!
First, you need to be extremely careful with fire in the forest area.
During the fire-hazardous season, while in the forest, it is prohibited:
Throw open matches and cigarettes;
Throwing rubbish, especially glass items;
Make fires outside specially designated areas.
Bonfires can only be made in designated areas. Before making a fire, you need to dig it in. Rake the forest floor within a radius of 0.5 m. Prepare water. Fill the fire well before leaving. Mix the coals well with water until they cool completely.
